I've determined that Benny is a paparazzi hound and was probably a celebrity in a former life... What a way to be reincarnated...
I'm still not convinced that Benny really is a dog. Until he's bigger than the cat I'm continuing to stick to my belief that he's just a cat wearing a dog suit.
